BREAKING: AGF Malami orders Police to unseal Peace Corps Headquarters

Exactly 3 years after the Headquarters of Peace Corps of Nigeria (PCN) was sealed by the Nigeria Police, the Attorney General of the Federation (AGF), Mr. Abubakar Malami, has ordered that the office be unsealed, with immediate effect.

A source at the Police Headquarters, Abuja, confirmed to our reporter that a letter of instruction was received from the office of the AGF Friday afternoon.

The Headquarters of the Corps located at number 15, Iya Abubakar Crescent, off Alex Ekwueme street, Jabi, Abuja, was sealed off by the former Inspector General of Police (IGP) Ibrahim Kpotum Idris, the same day it was commissioned on the 28th February, 2017.

Justice Gabriel Kolawole, in a landmark judgement delivered on 9th November, 2017, upheld the legality of PCN and declared the action of the Police as illegal, unconstitutional, null and void.

Consequently, the Court ordered the security agency to unseal the Headquarters and went further to award damages to the tune of N11.5m against the Police. Almost 3 years after, the Court order is yet to be obeyed.

Also, the Ruling on a motion on notice, delivered by Justice John Tsoho (now the Chief Justice of Federal High Court) on the 15th January, 2018, that the office be unsealed, was not obeyed.

The House of Representatives, had also, in a unanimous resolution in 2018, after summoning IGP Idris in an investigative hearing, ordered that the Peace Corps office be unsealed, while condemning the incessant harassments of members and officers of the Corps; but the Police paid deaf ears.

Minister of Justice and the current AGF, Malami, based on the development, advised IGP Idris via a letter in March, 2018 to obey the subsisting court orders standing against the Police, and unseal the PCN office, "in absence of any pending appeal or stay of execution". But police still remained adamant.

Relying on section 150(1) of the 1999 constitution of Nigeria, as amended, former AGF, Chief Kanu Agabi, in one of his letters to Mr. Malami January 16, 2020, urged the AGF to direct the Police Boss, who is the Chief Law Enforcement Officer, "to comply with the subsisting and valid orders of various courts of competent jurisdiction herein attached in respect of this matter but not limited to the unsealing of our client's offices nationwide".

A source at the Force headquarters Friday evening, hinted our reporter that, IGP Muhammad A. Adamu would not hesitate to comply with the instruction of the AGF, saying the police boss respects rule of law.

The PCN has been having running battles with the Police and other security agencies, winning all the 15 legal actions instituted against it with over N50m standing against various agencies as cost awarded in favour of the Corps.

According to a report, IGP Adamu, at the annual conference of the Police lawyers held at Force Headquarters Abuja recently, had warned of the increasing judgment debts against the Police and asked the Police lawyers to ensure at all times that court orders are obeyed and enforced and that constitutional safe guards of both the suspect and citizen are protected.

Also, AGF Malami had recently passed a similar order to the Department of State Services (DSS), that Mr. Omoyele Sowore and Col. Sambo Dasuki (Rtd), under its incarceration, be released, in obedience to court orders.

The DSS complied with the AGF's directives and the duo were released immediately.

Ash Wednesday: Christians to dress in black attires to protest killings in Nigeria.


Millions of Christians across the Diocese of Roman Catholic Church in Nigeria have concluded plans to come out on Wednesday, 26th of February in all black attires during the procession of Ash Wednesday to show their grievances over the killings in Nigeria and the insecurity situation of the
country.
The Church has also mobilised its members all over the world to pray for the current insecurity challenges of the country.
Rev. Fr. Felix Gobi, the Senior Parish Priest of St. Peter’s Nunkai in Jalingo, the Taraba State capital made this known during today’s mass sermon.
He said the planned “Black Dress Protest” is across all the parishes in Nigeria.
Gobi, while urging his parishioners to come out in their numbers, said the church would continue to show signs of concern over the unjust killings of Christians and Nigerians until the security situation is improve.
“We will continue to talk to our leaders that this way, we want to let them know that the killings of Christians by Boko Haram and killings of Nigerians by arm bandit and kidnappers is a condemned situation and must stop.
“Until we see the will to stop these ceaseless killings and an improved security situation in Nigeria where human lives must be respected, what we are experiencing in Nigeria now is not of God, is Satanic.”
DAILY POST, while speaking with members of the church, also gathered that the same announcement about the planed protest was made in all the parishes of the Jalingo Diocese and beyond.
The information available shows that the Roman Catholic churches in big cities of Nigeria like Abuja, Lagos, Port Harcourt and other major cities would carry out the “Black Dress Protest” on the streets while other churches who are found in vulnerable areas would observe their protest in their churches as they Mark the Ash Wednesday.

Why Presidency should return to South in 2023, by El-Rufai.

As the permutations for the 2023 Presidency begin to dominate political discourse nationwide, Kaduna State governor, Mallam Nasir El-Rufai, has said the Presidency should rightly return to the Southern part of the country.
Although the governor, acclaimed to be a major strategist of the ruling All Progressives Congress, APC, did not specify which of the southern geopolitical zones should take the Presidency in 2023, he argued that it would be unjustified for the North to seek to retain the Presidency after President Muhammadu Buhari might have completed his eight years.

El-Rufai, who headed the APC’s Restructuring Committee, pointed out that although the party’s constitution does not make provision for rotational presidency, like the Peoples Democratic Party, PDP, it was a general understanding that the Presidency should rotate between the two political zones of Nigeria for the sake of justice, equity and fair play.
The governor said: “The general political consensus in Nigeria is that the Presidency should rotate between the North and the South. It is not written but everyone understands it.
“In some of the parties, like the PDP, it is even written down in their constitution but it was breached in 2015. I think that every politician of honour should understand and abide by that consensus except there is an extenuating circumstance compelling it to be set aside. What could this be?
“President Yar’Adua died in office and it was compulsory for Jonathan to continue but when 2011 election came, there were many people who insisted that Jonathan should step aside for a northerner to complete the tenure of Yar’Adua but  I opposed it because I didn’t think it was proper for an incumbent that got there not by his own design should be stopped from contesting when the constitution has not barred him from running.
“In the APC, we deliberately omitted rotational Presidency in our constitution and the emergence of a presidential candidate does not take into account zoning and that was why in 2015, Rochas Okorocha from the East contested, Sam Nda-Isaiah contested, Buhari, Kwankwaso and others contested.
“I can say that as distinct from the PDP, APC has no
rotational Presidency but candidates are selected strictly on the basis of political merit and the general acceptability of the candidate.
“I want to say that those of us from Northern Nigeria honour agreements. We do not violate unwritten political agreements and I will be the last person to lead in violating that agreement. I may have a personal view but that should be the basis. I don’t care where you come from but I look for merit.
“But as a group, the Northern APC will have to sit down and endorse someone, most likely someone from the South, because after eight years of Buhari, I don’t think the Presidency should remain in the north unless there is some extenuating circumstances. But all things being equal, we
will honour our agreement and we keep our words.’’
It will be recalled that some northern leaders have lately begun to canvass for the retention of the Presidency in the region, arguing that the south had done more years than them since President Umaru Yar’Adua died and his vice, Goodluck Jonathan, took over and did another term in place of the north.
Others have even argued that since the PDP jettisoned the well established rotational Presidency, which the party put in place to ensure orderly sharing of power, power sharing between the north and the south should no longer be on agreement but on merit.

SARS operative allegedly kills footballer in Ogun.


An operative of the Special Anti-Robbery Squad (SARS) yesterday allegedly shot dead a professional footballer, Tiyamiyu Kazeem at Orile Imo area along Sagamu-Abeokuta expressway in Ogun State. Daily Trust on Sunday reports that the development coming barely three days after SARS operatives shot two traders in Abeokuta, had thrown Sagamu into chaos as angry youths took to the streets.

Kazeem, aka Kaka, was an Assistant Captain of Remo Football Club based in Sagamu. The late footballer was said to have been shot by the SARS operative who reportedly mistaken him for a suspected internet fraudster (Yahoo boy).

Our correspondent gathered that the incident touched off the nerves of the youths in Sagamu, who staged a protest, chanting anti-SARS slogans including “No more SARS, no more SARS.”

It further learnt a police officer who had attempted to prevent the protesting youths on their way to the palace of the Akarigbo and Paramount ruler of Remoland, Oba Babatunde Ajayi, escaped being mobbed by whiskers.

The Media Manager of Remo Stars Football Club, Oladimeji Oshode in a statement on Saturday confirmed the incident, saying the deceased was also the club’s defender. Oshode said the incident happened while the late Kazeem was driving along Sagamu area with one of his teammates, Sanni Abubakar. However, the Spokesman of the State Police Command, Abimbola Oyeyemi said contrary to the insinuations that the late footballer was shot, he was knocked down by a hit and run driver while trying to escape after he had been arrested. Oyeyemi said the deceased was arrested for wearing a military cap and not on the suspicion of being an internet fraudster. He pointed out that the operative who arrested the deceased was an Inspector attached to the Zonal Intervention Squad (ZIS), Obada, and not a SARS operative. The PPRO stated that the operative had been taken into custody at Owode-Egba division and would be transferred to the police headquarters for further investigation.
